Do You Need a Pre-Licensing Course for the Pennsylvania Property & Casualty Exam? (2026)
The Short Answer
No, you do not need a pre-licensing course to take the Pennsylvania Property and Casualty exam. Under Act 142 of 2024, the pre-licensing education requirement was removed effective April 29, 2025, for every line of authority including property and casualty. You can register for the PSI exam and sit it without completing any classroom or online hours first.
The Pennsylvania Insurance Department (PID) describes the current steps on its initial insurance producer licensing process page, which is the source to check for anything that changes.
What Is Required Instead
Dropping the course does not mean there are no requirements. A resident applicant still has to complete these steps:
- Pass the exam. The combined Property and Casualty exam (PSI Series 16-06) has 150 scored questions, a 170-minute limit and a 70% raw pass mark. The fee is $55.
- Apply for the resident producer license. The application fee is $55, plus an online service fee of about $12.50.
- Submit fingerprints. Fingerprinting is done at an IdentoGO center. The fee is not published, so we do not quote one.
Adding another line of authority later costs $25. A full breakdown of the money is in how much the license costs.
Why the Exam Still Needs Preparation
With no mandatory course, nobody sits you down for a set number of hours before the exam, and the preparation becomes your own responsibility. That matters because the exam is not easy: 53.4% of first-time candidates passed in 2025, and 54.0% in 2024. The questions cover personal and commercial property, auto, liability and workers' compensation, with Pennsylvania law throughout. See whether the exam is hard and how many questions it has.
Where LanePrep Fits
LanePrep is exam preparation, not a state-mandated course. It does not replace any requirement, because there is no course requirement to replace. It exists to help you pass the PSI exam on your first attempt: audio lessons you can play while driving or commuting, and practice questions that test the same sections the outline weights.
The lessons follow the Series 16-06 outline, with the largest block, Insurance Regulation at 20%, covered alongside the policy sections. You can try the free course preview without paying anything, and work through the free practice questions. For a plan, read how to pass on the first try.
A Practical Order of Steps
- Prepare for the exam, using the outline weights to decide where to spend your time.
- Schedule the combined exam with PSI, in person or remotely.
- Pass, then apply to PID, pay the application and service fees and complete fingerprinting.
Check the PID licensing page before each step, since it, not this page, is the authority on the current process.
