Do You Need a Pre-Licensing Course for the Pennsylvania Life & Health Exam? (2026)
The Short Answer
No. Pennsylvania no longer requires a pre-licensing course for the Life, Accident and Health producer exam. Act 142 of 2024 deleted the 24-credit-hour pre-examination course requirement, and the change took effect on April 29, 2025. You can register for the PSI exam without completing a course first.
What Changed and When
Act 142 of 2024 (Senate Bill 1241) was signed on October 31, 2024 and took effect 180 days later, on April 29, 2025. It removed the pre-examination education requirement from the Insurance Department Act of 1921. The Pennsylvania Insurance Department's licensing portal states: "Effective April 29, 2025, the PLE requirement has been removed per Act 142 of 2024."
The change is also described in a legal summary of the act by Holland & Knight. If you find older study guides or school pages that still list a required course, they predate the change.
What You Do Need
The PSI Candidate Information Bulletin lists the requirements for a resident applicant. There is no education item among them.
- Be 18 or older.
- Be a Pennsylvania resident.
- Be able to read and write English.
- Pass the exam (40 P.S. 310.5).
- Be fingerprinted (IdentoGO).
The fees: $55 for the exam (Series 16-03), $55 for the resident producer license application, an online service fee of about $12.50, and the fingerprinting fee paid at the center, which the Insurance Department does not publish. Adding a line of authority later costs $25. See what the license costs for the breakdown.
Where LanePrep Fits
With no required course, the exam itself is the gate, and the exam is not easy: the first-time pass rate was 61.1% in 2025. LanePrep is exam preparation, not a state-mandated course. It does not satisfy a legal requirement and does not need to. It exists to help you pass the 150-question, 170-minute exam, with audio lessons you can listen to on the road and practice questions built around the content outline.
Our guides on how hard the exam is and how to pass first time help you decide how much preparation you need, and you can try the course preview before paying. The exam fee is $55 per attempt, and the pass mark is 70% correct.
One Caveat
The statute text itself could not be retrieved from the state's own site when we checked, so the deletion rests on the Insurance Department's portal statement, the PSI bulletin's requirement list and the legal summary above. Before you book, confirm on the Insurance Department's initial producer licensing page that nothing has changed.
